Save the file and restart VS Code.

Ask for something submit_journal_draft does. VS Code lists the server's tools on connect and calls submit_journal_draft itself — you do not invoke it by name.

If nothing happens, check the server is running and that Manawa Terminal's identifier in your config matches the one above exactly.
