Save the file and restart Windsurf.

Ask for something authority_decide does. Windsurf lists the server's tools on connect and calls authority_decide itself — you do not invoke it by name.

If nothing happens, check the server is running and that StructureClerk's identifier in your config matches the one above exactly.
