Save the file and restart VS Code.

Ask for something create_builder_link does. VS Code lists the server's tools on connect and calls create_builder_link itself — you do not invoke it by name.

If nothing happens, check the server is running and that AIStrategyMiner's identifier in your config matches the one above exactly.
