Add Citation Safe Verifier to Windsurf

    Save the file and restart Windsurf.

    Ask for something batch_verify_citations does. Windsurf lists the server's tools on connect and calls batch_verify_citations itself — you do not invoke it by name.

    If nothing happens, check the server is running and that Citation Safe Verifier's identifier in your config matches the one above exactly.
