Save the file and restart Windsurf.

Ask for something extract_coi does. Windsurf lists the server's tools on connect and calls extract_coi itself — you do not invoke it by name.

If nothing happens, check the server is running and that CoverBureau's identifier in your config matches the one above exactly.
