Save the file and restart ChatGPT.

battery_spread_scan is surfaced in the connector's menu once the server is linked. Unlike a tool, you invoke it deliberately — ChatGPT will not call it for you.

If it does not appear, check that entsoe-mcp is connected and that you are looking at its prompts rather than its tools.
Custom connectors are a paid-plan feature and take a remote URL only. ChatGPT cannot run a packaged server locally. ChatGPT docs
