Ask for something content_authenticity_domain_reputation does. Zed lists the server's tools on connect and calls content_authenticity_domain_reputation itself — you do not invoke it by name.

If nothing happens, check the server is running and that Japan Public Ledgers MCP's identifier in your config matches the one above exactly.
