Restart your session so the server is picked up.

Ask for something submit_usage_receipt does. Claude Code lists the server's tools on connect and calls submit_usage_receipt itself — you do not invoke it by name.

If nothing happens, check the server is running and that New Runtime public records's identifier in your config matches the one above exactly.
