Save the file and restart Windsurf.

Ask for something worklog_guardrail does. Windsurf lists the server's tools on connect and calls worklog_guardrail itself — you do not invoke it by name.

If nothing happens, check the server is running and that QuassLabs API's identifier in your config matches the one above exactly.
