Save the file and restart Zed.

Ask for something get_regulatory_comment_deadlines does. Zed lists the server's tools on connect and calls get_regulatory_comment_deadlines itself — you do not invoke it by name.

If nothing happens, check the server is running and that Stratalize Intelligence's identifier in your config matches the one above exactly.
