Save the file and restart Cursor.

Ask for something describe_competencies does. Cursor lists the server's tools on connect and calls describe_competencies itself — you do not invoke it by name.

If nothing happens, check the server is running and that ~Alter Identity's identifier in your config matches the one above exactly.
