Open Settings → Connectors → Advanced → Developer mode and merge this in. Keep any servers already there.

Save the file and restart ChatGPT.

recall_and_respond is surfaced in the connector's menu once the server is linked. Unlike a tool, you invoke it deliberately — ChatGPT will not call it for you.

If it does not appear, check that AI Cortex Storage is connected and that you are looking at its prompts rather than its tools.
Custom connectors are a paid-plan feature and take a remote URL only. ChatGPT cannot run a packaged server locally. ChatGPT docs
