Save the file and restart Cursor.

Ask for something tiss_apply_fixes does. Cursor lists the server's tools on connect and calls tiss_apply_fixes itself — you do not invoke it by name.

If nothing happens, check the server is running and that voa-tiss's identifier in your config matches the one above exactly.
