Save the file and restart Claude.ai.

Ask for something update_program_config does. Claude.ai lists the server's tools on connect and calls update_program_config itself — you do not invoke it by name.

If nothing happens, check the server is running and that Loyal Spark's identifier in your config matches the one above exactly.
