Run this in your project directory.
claude mcp add --transport http offer-request https://www.buckheadenergy.com/mcp/actions/v1-

Restart your session so the server is picked up.

Ask for something submit_inquiry does. Claude Code lists the server's tools on connect and calls submit_inquiry itself — you do not invoke it by name.

If nothing happens, check the server is running and that offer request's identifier in your config matches the one above exactly.
