Save the file and restart Cline.

Ask for something toolkit_encode_value does. Cline lists the server's tools on connect and calls toolkit_encode_value itself — you do not invoke it by name.

If nothing happens, check the server is running and that toolkit mcp server's identifier in your config matches the one above exactly.
