Save the file and restart Zed.

Ask for something list_rule_sets does. Zed lists the server's tools on connect and calls list_rule_sets itself — you do not invoke it by name.

If nothing happens, check the server is running and that RCO-A2A - Regulatory Compliance Objects's identifier in your config matches the one above exactly.
