Save the file and restart Windsurf.

Ask for something create_browser_session does. Windsurf lists the server's tools on connect and calls create_browser_session itself — you do not invoke it by name.

If nothing happens, check the server is running and that AgentScrape's identifier in your config matches the one above exactly.
