Save the file and restart VS Code.

Ask for something cache_opportunity does. VS Code lists the server's tools on connect and calls cache_opportunity itself — you do not invoke it by name.

If nothing happens, check the server is running and that api perf analyzer's identifier in your config matches the one above exactly.
