Ask for something forecast_issuances does. Zed lists the server's tools on connect and calls forecast_issuances itself — you do not invoke it by name.

If nothing happens, check the server is running and that Japan Weather Forecast Archive (JMA, as issued)'s identifier in your config matches the one above exactly.
