Save the file and restart Windsurf.

Ask for something exclusion_context does. Windsurf lists the server's tools on connect and calls exclusion_context itself — you do not invoke it by name.

If nothing happens, check the server is running and that GovGazette's identifier in your config matches the one above exactly.
