    Save the file and restart Windsurf.

    Ask for something gover_alterar_unidade does. Windsurf lists the server's tools on connect and calls gover_alterar_unidade itself — you do not invoke it by name.

    If nothing happens, check the server is running and that Gover MCP's identifier in your config matches the one above exactly.
