Ask for something gover_departamentos_por_unidade does. VS Code lists the server's tools on connect and calls gover_departamentos_por_unidade itself — you do not invoke it by name.

If nothing happens, check the server is running and that Gover MCP's identifier in your config matches the one above exactly.
