Save the file and restart Claude Desktop.

Ask for something till_recovery_offer does. Claude Desktop lists the server's tools on connect and calls till_recovery_offer itself — you do not invoke it by name.

If nothing happens, check the server is running and that biii's identifier in your config matches the one above exactly.
