Save the file and restart Cline.

Ask for something generate_llms_txt does. Cline lists the server's tools on connect and calls generate_llms_txt itself — you do not invoke it by name.

If nothing happens, check the server is running and that China Pharma's identifier in your config matches the one above exactly.
