Save the file and restart Zed.

Ask for something ct_general_statute does. Zed lists the server's tools on connect and calls ct_general_statute itself — you do not invoke it by name.

If nothing happens, check the server is running and that Connecticut Code's identifier in your config matches the one above exactly.
