Save the file and restart Cursor.

Ask for something bulk_create_graph_nodes does. Cursor lists the server's tools on connect and calls bulk_create_graph_nodes itself — you do not invoke it by name.

If nothing happens, check the server is running and that RationalBloks's identifier in your config matches the one above exactly.

RationalBloks will not start until these are set, so bulk_create_graph_nodes never becomes available.
