Add rate card to Zed

Open ~/.config/zed/settings.json and merge this in. Keep any servers already there.

Save the file and restart Zed.

Ask for something rate_set does. Zed lists the server's tools on connect and calls rate_set itself — you do not invoke it by name.

If nothing happens, check the server is running and that rate card's identifier in your config matches the one above exactly.

Set these first
rate card will not start until these are set, so rate_set never becomes available.
