Save the file and restart LangChain.

Ask for something otto_delegation_reconcile does. LangChain lists the server's tools on connect and calls otto_delegation_reconcile itself — you do not invoke it by name.

If nothing happens, check the server is running and that Otto Intel's identifier in your config matches the one above exactly.
