Save the file and restart Zed.

Ask for something benefits_codebook does. Zed lists the server's tools on connect and calls benefits_codebook itself — you do not invoke it by name.

If nothing happens, check the server is running and that Korea Benefits Eligibility's identifier in your config matches the one above exactly.
